The Blue Technology Barometer is a ranking of 66 coastal countries and territories according to their progress and commitment to protecting ocean sustainability. It measures the extent to which economies give priority to protecting ocean health, through sustainable maritime activity, blue innovation and policy implementation.
The Blue Technology Barometer measures the performance of countries and territories through four pillars:
Ranking of CO₂ emissions caused by marine activities, water contamination and plastic recycling.
It ranks the sustainability of maritime activities, such as seafaring and fishing.
The Blue Technology Barometer was developed through the analysis of selected datasets and primary research interviews with global blue technology innovators, policy makers, and international ocean sustainability organizations.
It quantifies the economies of 66 countries and territories with large or economically significant ocean shores along four separate pillars: the ocean environment, marine activity, technological innovation, and policy and regulation.
Within each pillar, a series of indicators – a list of qualitative and quantitative factors – are then selected and completed. Through trend analysis, research, and a consultative review process with several subject matter experts interviewed for this report, weighted assumptions were assigned to determine the relative importance with which each indicator and pillar influenced blue technology leadership in the country.
